On February 6, 2025, the “Guidelines for the Integration and Operation of Llave MX” (the “Guidelines”) were published in the Official Gazette of the Federation. These Guidelines were issued by the newly created Digital Transformation and Telecommunications Agency (the “Agency”) and came into effect on February 7, 2025.
The purpose of the Guidelines is to regulate the implementation of the “Llave MX” identity authentication mechanism and its verification factors, allowing citizens and companies to manage procedures, services, and social programs through digital channels enabled by federal government agencies, decentralized bodies, and entities. With this initiative, the Agency -under the Executive Branch- takes its first step in the digitalization of official procedures in Mexico, facilitating quick, simple, and secure access to government services for citizens and companies.
Although its use is optional and currently available for only a limited number of procedures, the Agency expects that, over time, all federal procedures will be processed through the Llave MX platform, similar to how Llave CDMX operates for procedures in Mexico City. Additionally, the Agency foresees that as the number and complexity of available services increase, security measures for personal data protection will also be strengthened. In this regard, one of the proposed measures is to require access to Llave MX through the electronic signature issued by the Tax Administration System, along with other authentication factors.
