On July 17, 2017 Telecomunicaciones de México (“TELECOMM”) published on its website… the document describing the general criteria that could be part of a possible bidding process for the development and growth of the Backbone Network.
The Backbone Network is a project derived from the Telecommunications Constitutional Reform, and through which TELECOMM must plan, design and execute the growth of a robust telecommunications backbone network with national coverage, based on fiber optics, rights of way and other resources to which TELECOMM has access derived from the constitutional mandate.
The general criteria include the main rules that TELECOMM considers should govern the eventual bidding process to award the winner, who will have to plan, design and execute the construction and growth of the Backbone Network and the commercialization of services through it.
With the publication of the general criteria, TELECOMM seeks to obtain further feedback from stakeholders in this project, such as telecommunications service concessionaires and marketers, equipment suppliers, members of academia, business chambers, among other interested parties.
It is worth mentioning that the general criteria contemplate the development of the project through a Public Private Partnership (PPP) tender, which means that the growth of the Backbone Network, as well as the commercialization of capacity and services may be carried out by a telecommunications operator or a consortium, with up to 100% foreign investment.
The observations, questions, suggestions and comments received will be used to shape, complement and clarify the terms of the pre-bases of a possible international competition. The deadline for receiving comments to the general criteria is July 31, 2017, at 6:30 pm.
