Senate Approves New Plenary of the CRT

On October 14, 2025, with 74 votes in favor and 33 against, the Senate of the Republic approved the list of candidates submitted by President Claudia Sheinbaum to form the Plenary of the new Telecommunications Regulatory Commission (in Spanish, “CRT”).

Just a week earlier, on October 7, the President had sent the list of nominees to the Senate. As anticipated, the ratification of the CRT Plenary was treated as a priority within the legislative agenda.

Despite statements from the opposition regarding the lack of independence of certain candidates —given their affinity with the Digital Transformation and Telecommunications Agency and their closeness to the current federal administration— Morena’s parliamentary group approved in record time the composition of the new regulatory body, which will be responsible for technical regulation, operational oversight, and imposition of sanctions in the telecommunications and broadcasting sectors.

The new CRT Plenary is composed as follows:

  • Ledénika Mackenzie Méndez González, for a term of 3 years (until 2028).

  • María de las Mercedes Olivares Tresgallo, for a term of 4 years (until 2029).

  • Adán Salazar Garibay, for a term of 5 years (until 2030).

  • Tania Villa Trápala, for a term of 6 years (until 2031).

  • Norma Solano Rodríguez, for a term of 7 years (until 2032).

Within the next 10 calendar days, President Sheinbaum must appoint the Chair Commissioner of the CRT, who will serve a three-year term, renewable only once. Once this appointment is made, the Federal Telecommunications and Broadcasting Law will be officially repealed, and the Federal Telecommunications Institute will be formally dissolved as a constitutional autonomous body.
