New Internal Rules of the Telecommunications Regulatory Commission Published

On November 25, 2025, the Decree issuing the Internal Rules of the Telecommunications Regulatory Commission (the “Rules”) was published in the Federal Official Gazette. The purpose of the Rules is to establish the organization and operational framework of the Telecommunications Regulatory Commission (the “Commission”), as well as to define the structure and responsibilities assigned to each of its Administrative Units. Pursuant to the transitional provisions, the Rules entered into force on the same date of publication.

The Commission —a decentralized administrative body of the Digital Transformation and Telecommunications Agency— will be responsible for regulating, promoting, and overseeing the use, management, and exploitation of radio spectrum, orbital resources, satellite communications, space services and applications, space sustainability, public telecommunications networks, passive infrastructure services, and the provision of telecommunications and broadcasting services. Likewise, it will oversee the deployment and access to active and passive infrastructure and other essential inputs, in accordance with the provisions of the Telecommunications and Broadcasting Law (the “Law”).

Unlike the former organizational statute of the now-extinct Federal Telecommunications Institute (in Spanish, the “IFT”), the Commission will be composed of a Plenary consisting of five Commissioners, each with voice and vote, including the Chairman of the Plenary. The Commission’s institutional structure is organized as follows:

  • Plenary
  • Technical Secretariat of the Plenary
  • Executive Secretariat
  • Executive Directorates of:
    a) Institutional Affairs
    b) Public Communications
    c) International Affairs
    d) Institutional Projects and Operations
    e) Performance Indicators, and
    f) Infrastructure and Development
  • General Directorates of:
    a) Authorizations, Concessions and Registries
    b) Regulatory Policy
    c) Radio Spectrum and Orbital Resources
    d) Spectrum Bidding
    e) Compliance Oversight
    f) Asymmetric Regulation Monitoring
    g) Surveillance and Verification
    h) Enforcement and Sanctions
    i) Hearings and Policy Outlook
    j) Legal Affairs
    k) Strategic Planning
    l) Administration and Finance

Compared to its predecessor, the IFT, the Commission consists of a reduced number of Administrative Units, implying a redistribution of operational and regulatory responsibilities and greater functional scope for each unit.

It is expected that the Commission’s official website will be fully operational soon, along with the publication of its official directory.
