It’s Official: the Telecommunications Regulatory Commission enters into operation

On Thursday, October 16, 2025, President Claudia Sheinbaum appointed Norma Solano Rodríguez as the first Chairwoman of the Telecommunications Regulatory Commission (the “Commission”), thereby officially establishing its Plenary.

In accordance with the transitory articles of the Law on Telecommunications and Broadcasting, the following day —Friday, October 17, 2025— the Federal Telecommunications and Broadcasting Law was repealed, and the Federal Telecommunications Institute (the “IFT”) was officially dissolved.

As of the integration of the Commission’s Plenary, all proceedings and administrative processes will be suspended for a period of 15 business days, except for the fulfillment of obligations by concessionaires, authorized entities, permit holders, and other regulated parties in the telecommunications and broadcasting sectors, who must continue to comply with the law notwithstanding the institutional transition.

The transition between authorities is progressing gradually; for example, most of the electronic platforms previously administered by the IFT are now available under the Commission’s new designation, such as the Electronic Filing System and the Public Registry of Concessions. Although this will be the first week of operations for the new regulatory body, it remains to be seen whether the Commission will maintain its independence in decision-making and ensure a technical and economic regulatory approach focused on Mexico’s competitive and innovative development, as its predecessor, the IFT, once did.
