José Luis Mejía E.
Partner at the Firm, with more than 13 years of experience advising domestic and foreign companies on corporate, regulatory, and telecommunications matters. He holds a Law Degree from Universidad Panamericana.
His areas of practice include telecommunications, media and technology, e-commerce, intellectual property, personal data protection, corporate and administrative law, transactional law, and immigration law.
José Luis has been recognized by Chambers & Partners as “Up & Coming” in the TMT area for more than three consecutive years, reflecting his position as one of the most relevant emerging profiles in the industry.
He has successfully advised global corporations and national telecommunications operators on highly regulated sector matters, including counseling on complex satellite systems, telephone networks, telecommunications infrastructure deployment, Internet regulation, MVNO licensing and operations, e-commerce, and other communication technologies.
He has obtained, before the former Federal Telecommunications Institute (now the Telecommunications Regulatory Commission), various concession titles and authorizations for the provision of telecommunications services, specifically for the provision of Internet, telephony, and satellite capacity services. He has also advised and secured authorizations for digital platforms and cloud services, GPS services, and other technological solutions that require compliance with sectoral, data protection, and security regulations.
He has also participated in various public matters, advising Mexico’s Ministry of Communications and Transportation on the Mexsat Program and the Red Compartida project.
He also has extensive experience in the areas of data protection and e-commerce, and has advised domestic and foreign clients on the launch of online shopping platforms, including matters related to consumer protection, advertising, copyright, and privacy.
In the field of personal data protection, he leads compliance audits and designs mechanisms to improve the handling and safeguarding of personal information within organizations, helping clients comply with applicable law and strengthen their internal culture of protection and accountability. His practical and strategic approach has allowed him to advise companies across diverse sectors before regulatory and administrative authorities, ensuring operational continuity, legal certainty, and comprehensive compliance with Mexican legislation.
