Amendment to the Guidelines Establishing the Common Alerting Protocol, pursuant to the Forty-Ninth Guideline of the Guidelines on Collaboration in Matters of Security and Justice

On March 25, 2026, the Agreement by which the Plenary of the Telecommunications Regulatory Commission (the “Commission”) approves and issues the amendment to the Guidelines Establishing the Common Alerting Protocol, pursuant to the Forty-Ninth Guideline of the Guidelines on Collaboration in Matters of Security and Justice (the “Guidelines”), was published in the Federal Official Gazette. Said Agreement entered into force on March 26, 2026 (the “Agreement”), in accordance with the First Transitory Article thereof.

The Agreement amends the first paragraph of the Eleventh Guideline, as well as “Table 3. Types of Alert Messages” of the Guidelines, to read as follows:

“ELEVENTH. Concessionaires and, where applicable, authorized entities providing mobile services shall enable the channels indicated in Table 2 for the dissemination of Alert Messages through CBS, taking into account international standards or their equivalents:

Type of Alert Message Description Alert Message Window Title
Level 1 Alert Messages Maximum Alert Messages (very high and high risk), for which users are not allowed to disable their reception. Maximum Alert
Level 2 Alert Messages Extreme Alert Messages, for which users are allowed to disable their reception. Extreme Alert
Level 3 Alert Messages Severe Alert Messages, for which users are allowed to disable their reception. Severe Alert

In accordance with the Second Transitory Article of the Agreement, the Plenary of the Commission instructs the General Directorate of Regulatory Policy to initiate the review and update of “Technical Standard IFT-011-2022: Technical Specifications of Mobile Terminal Equipment that may use the radio spectrum or be connected to telecommunications networks. Part 3. Cellular Broadcasting Service for Notifications of Risk or Emergency Situations”, in order to reflect the amendments made to the Guidelines.

Finally, pursuant to the Third Transitory Article of the Agreement, the Commission provides that, with the purpose of providing certainty to the public regarding the authority issuing the alert message, as of the entry into force of the Agreement, manufacturers of Mobile Terminal Equipment shall implement the necessary modifications so that the Alert Message window title is properly displayed on devices that support operating system updates, in accordance with the applicable software release schedules, seeking to implement such changes as promptly as possible.
